&lt;p&gt;&lt;b&gt;WASHINGTON&amp;mdash;&lt;/b&gt;The Arkansas Optometric Association (ArOA) presented U.S. Senator John Boozman (R-AR) with its Lifetime of Excellence Award in recognition of his distinguished career in optometry, public service and advocacy for patient access to vision care.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;It is an honor to be recognized by my fellow optometrists dedicated to improving eye health and ensuring optometry remains a viable and rewarding profession,&amp;rdquo; &lt;b&gt;said Boozman&lt;/b&gt;. &amp;ldquo;Serving families in Arkansas over many years was a privilege and showed me the importance of protecting access to high-quality care. Now as a lawmaker, I&amp;rsquo;m grateful for the opportunity to continue driving policies that support providers while advancing vision health for patients across America.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Senator Boozman has left an indelible mark on optometry and patient care not only in Arkansas, but throughout the country,&amp;rdquo; &lt;b&gt;said ArOA Executive Director Matt Burns&lt;/b&gt;. &amp;ldquo;We are excited to honor him and to recognize his decades of service to the profession and the state.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Boozman co-founded a successful eye-care practice with his brother in Northwest Arkansas that became a major regional provider offering a full range of vision services. He also established the low vision program at the Arkansas School for the Blind in Little Rock, provided support to low-income families and delivered care while on mission trips to Haiti and Costa Rica. The senator completed his pre-optometry studies at the University of Arkansas before earning his Doctor of Optometry degree from the Southern College of Optometry in 1977.&lt;/p&gt;
&lt;p&gt;As a member of Congress, Boozman has demonstrated steadfast leadership on behalf of optometry providers and patients. He is a member of Congressional Vision Caucus and has championed legislation to improve access to care, strengthen physician reimbursement, expand delivery of vision services for children and underserved populations, as well as support servicemembers experiencing combat-related eye injuries. His policy efforts have also delivered enhanced eye care for Medicare and Medicaid beneficiaries, veterans and Americans living with blindness or low vision.&lt;/p&gt;
The Arkansas Optometric Association, founded in 1906, represents optometrists across The Natural State and advocates policies that support access to vision care and advance the profession of optometry. The association presented the award during its convention recognizing individuals who have demonstrated exceptional leadership, service and contributions to optometry and patient outcomes.</description>

				<description>&lt;p&gt;One of the best parts of State Work Periods is the opportunity to spend time traveling across The Natural State and visiting directly with the people who make it such a special place to call home. I recently had the chance to meet with local leaders, educators, law enforcement officers and small business owners who are working every day to strengthen their communities and create new opportunities for Arkansans.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;From economic development and workforce training to public safety and small business growth, each visit highlighted the strong work ethic, innovation and community spirit that continues to move Arkansas forward.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;In Fort Smith, I joined local and international partners for the groundbreaking of the F-35 Multi-Country Academic Training Center at Ebbing Air National Guard Base. The foreign pilot training mission represents a major investment in our national defense capabilities and strengthens Arkansas&amp;rsquo;s role in supporting military readiness and global cooperation. It will also bring long-term benefits to the region and reinforce Fort Smith&amp;rsquo;s importance in our nation&amp;rsquo;s defense infrastructure. Getting work started on the facility represents crucial progress that will ultimately result in the best F-35 training site in the entire world.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;While in Sebastian County, I spent time in Greenwood receiving updates on the ongoing construction of the Greenwood bypass, a critical infrastructure project that will improve traffic flow and support economic development in the area. It was encouraging to see the momentum and investment taking place throughout the community.&lt;/p&gt;
&lt;p&gt;I enjoyed meeting with Greenwood&amp;rsquo;s police chief, fire chief, city clerk, parks department and wastewater director to discuss infrastructure needs, economic development and public safety priorities. Conversations like these provide important insight from the local leaders serving Arkansans every day.&lt;/p&gt;

This project reflects strong collaboration between the school, the Little Rock Port Authority, the Little Rock Chamber of Commerce and many others committed to increasing the supply of skilled labor for this world-class industrial site.&lt;/p&gt;

&lt;p&gt;To celebrate Small Business Week, I stopped by several Arkansas small businesses that showcase the creativity, resilience and entrepreneurial spirit that help drive our state&amp;rsquo;s economy.&lt;/p&gt;
&lt;p&gt;At Kopper Kettle Candies in Van Buren, I toured the facility and saw firsthand the craftsmanship behind its products. I even helped pack a box of employee-favorite treats before presenting the business with a certificate recognizing its achievement of being named one of the top candy stores in the country.&lt;/p&gt;
&lt;p&gt;In Cabot, I enjoyed visiting Sage Teas and Treats and learning more about owner Amy Thompson&amp;rsquo;s business and the specialty products she offers from Arkansas and around the world.&lt;/p&gt;
&lt;p&gt;And it was a pleasure to end the week at Holland Bottom Farm, purchasing fresh Arkansas strawberries and supporting one of our state&amp;rsquo;s many outstanding agricultural producers. It represents the special role these operations play in our communities and why they are so beloved over years and years, sometimes even decades.&lt;/p&gt;

The legislative discussion draft reflected the Working Group&amp;rsquo;s belief that the program provides a critical benefit to eligible health care providers that enables them to stretch federal resources to provide healthcare services for the patients they serve. The draft also acknowledged concerns from stakeholders about ambiguity in the program and how transparency is needed to ensure the program is serving eligible patients as originally intended.&lt;br /&gt;&lt;br /&gt;Moving forward, the Working Group will continue its efforts to incorporate the information shared by stakeholders into legislation that provides clarity, transparency and accountability in the 340B program to ensure the program remains strong long into the future.&lt;/p&gt;

&lt;p&gt;&lt;i&gt;We meet today to discuss the President&amp;rsquo;s Fiscal Year 2027 budget request for military construction and family housing for the Department of Defense.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;I would like to begin by recognizing today&amp;rsquo;s panel. Today we will hear from representatives of the military services as well as the Office of the Secretary of Defense.&lt;/i&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Joining us are:&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&amp;bull; The Honorable Dale Marks, Assistant Secretary of Defense for Energy, Installations, and Environment;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&amp;bull; Lieutenant General Michelle Donahue, Deputy Chief of Staff for Army Logistics;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&amp;bull; Rear Admiral Timothy Brown, Director, Logistics Division, Office of the Chief of Naval Operations;&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&amp;bull; Lieutenant General Stephen Sklenka, Deputy Commandant for Installations and Logistics, who will be retiring shortly after 38 years of service. General, thank you for your many years of service and I wish you well in your retirement;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&amp;bull; Lieutenant General Kenyon Bell, Air Force Deputy Chief of Staff for Logistics, Engineering, and Force Protection; and&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;&amp;bull; Ms. Kathryn Kolbe, Space Force Assistant Deputy Chief of Space Operations, Installations and Logistics.&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;This year&amp;rsquo;s MILCON request totals $28.6 billion, an increase of $8.8 billion above the Fiscal Year 2026 enacted level. After years of persistent underinvestment in military construction, this request represents a generational investment toward rebuilding and modernizing our military footprint &amp;ndash;&amp;ndash; from barracks to bomber infrastructure.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Increased investment alone does not solve the underlying challenges in efficiently and effectively executing MILCON.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;We see a growing concentration of large projects and expensive increments in the request, which crowd-out smaller but no less critical projects. We also continue to see cost overruns and schedule delays.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;I know the department has been taking a hard look at its internal processes to identify opportunities for improvement, and Congress has also done its part by enacting targeted authorities within our jurisdiction to help address these challenges.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The new MILCON authorities enacted last year include Progressive Design Build, Other Transaction Authority, and Alternate Defense Construction Agent approaches. While it is still early to assess their effectiveness, I am encouraged that the department is already taking steps to align policies and procedures with these new authorities.&lt;/i&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Separately, I am concerned that several projects were requested within the mandatory portion of the budget, including two projects associated with the President&amp;rsquo;s Golden Dome for America effort.&amp;nbsp;&lt;/i&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;I am also aware of several new construction barracks projects requested in FSRM &amp;ndash; under the jurisdiction of the Defense Appropriations Subcommittee &amp;ndash; rather than in MILCON.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Given the uncertainty surrounding reconciliation, and the unpredictable nature of FSRM, I worry about whether these projects will ultimately move forward as planned.&lt;/i&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Lastly, while this subcommittee has not received an official damage assessment from Iranian strikes on our bases in the Middle East, we understand that assessments are ongoing. Even as those assessments continue, it is important we receive regular updates from the department and that any supplemental request includes funding for CENTCOM installations and support infrastructure to protect our troops and maintain a strong presence in the region.&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;i&gt;Some will argue that we should wait to rebuild until we have a full accounting of the costs and certainty of our future regional posture. However, any costs excluded from a supplemental will become a burden on future defense budgets and harm our near-term readiness in the region.&lt;/i&gt;</description>

In Arkansas, nearly 300,000 small businesses employ our families, friends and neighbors&amp;nbsp;while&amp;nbsp;an estimated 30 million businesses do the same nationwide. &lt;p&gt;Arkansans are proud to celebrate the impact these enterprises have and the contributions they make, both economic and beyond. During the most recent State Work Period, I had the opportunity to visit Kopper Kettle Candies, a&amp;nbsp;historic small business the Greer family has proudly sustained through four generations over the course of nearly&amp;nbsp;100&amp;nbsp;years.&amp;nbsp;Visiting the acclaimed Van Buren &amp;ldquo;candy kitchen&amp;rdquo;&amp;nbsp;and&amp;nbsp;hearing about the hard work and diligence it takes to earn recognition as the best candy store in Arkansas and the fifth-best in the nation by the popular website Lovefood.com was a perfect way to mark National Small Business Week.&lt;/p&gt;
&lt;p&gt;The Greer family is just one excellent example of transforming a family tradition or venture into a thriving business that contributes to the character and enjoyment&amp;nbsp;of an entire community.&amp;nbsp;At Kopper Kettle, the team they have cultivated understands that intimately and it was on full display as I watched them prepare&amp;nbsp;delicious sweets to celebrate Mother&amp;rsquo;s Day.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I have been blessed to share a familiar dynamic as a&amp;nbsp;former small business owner. Before coming to Congress, I ran an eye clinic with my brother in Rogers and&amp;nbsp;cherished&amp;nbsp;being a valued&amp;nbsp;and respected part of the fabric of Northwest Arkansas, long before its incredible growth began to take shape. I reflect on that experience and perspective often when working with my colleagues to support initiatives that can bolster economic opportunity.&lt;/p&gt;
&lt;p&gt;Fortunately, small businesses have champions in Washington. Earlier this year, I was pleased to support bipartisan legislation, the&amp;nbsp;&lt;i&gt;AFFORD Act&lt;/i&gt;, that would strengthen and improve the operations of Community Development Financial Institutions (CDFIs).&amp;nbsp;By increasing access to capital and encouraging upward mobility through&amp;nbsp;specialized tools and resources,&amp;nbsp;we can encourage more entrepreneurial endeavors in&amp;nbsp;underserved and rural areas.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;This past summer, Republicans also passed the Working Families Tax Cuts, landmark legislation that included long-overdue support for our farmers, critical funding to secure our borders and promote the national defense, and pro-family initiatives such as bonus deductions for senior citizens and no tax on tips or overtime.&lt;/p&gt;
&lt;p&gt;The Working Families Tax Cuts also notably&amp;nbsp;boost&amp;nbsp;small and medium-size job creators&amp;nbsp;by permanently extending the small business deduction and allowing full expensing for investments in machinery and equipment. The Small Business Deduction has significantly reduced the tax burden for local entrepreneurs, allowing them to keep more of their earnings or reinvest in their businesses.&amp;nbsp;&lt;/p&gt;
Positive initiatives like these are common sense and I look forward to the continued benefits secured in the Working Families Tax Cuts. I am encouraged by the positive impact thus far and look forward to hearing about the exciting growth and economic opportunities the future holds.</description>

				<description>&lt;p&gt;On April 25, Arkansans once again took part in Drug Take Back Day, joining Americans across the country in a shared effort to safely collect and dispose of unused and expired prescription medications. These events continue to provide an important&amp;nbsp;avenue&amp;nbsp;to keep&amp;nbsp;them&amp;nbsp;out of the wrong hands and reduce the risk of misuse in our communities.&lt;/p&gt;
&lt;p&gt;Arkansas has long been a strong participant in&amp;nbsp;this&amp;nbsp;initiative. Since 2010, Arkansans have turned in approximately 367 tons of unused prescription drugs through Take Back programs. In addition to the twice-yearly Take Back Days, there are more than 300 permanent drop-off locations available across the state year-round. These sites make it simple for individuals and families to safely dispose of medications they no longer need.&lt;/p&gt;
&lt;p&gt;Early reports from this spring&amp;rsquo;s Take Back Day show exceptional involvement across the state. On April 25 alone, the Tri-County Drug Task Force, managed by the Jefferson County Sheriff&amp;rsquo;s Office, safely collected more than 314 pounds of unused prescription medications. Additional collection efforts in Pine Bluff, White Hall and Redfield brought in another 405 pounds. That success carried over from last October when the Arkansas State Police and Arkansas National Guard collected an additional 26,000 pounds of medication.&lt;/p&gt;
&lt;p&gt;Overall, a little more over 50,000 pounds of expired and unused medication were safely collected of during the April Take Back event, another strong showing. These efforts represent the demonstrated need to responsibly dispose of unused medications and the commitment of community leaders and members to protect their loved ones, friends and neighbors.&lt;/p&gt;
&lt;p&gt;According to the Centers for Disease Control and Prevention, Arkansas had the highest dispensing rate of opioids in the nation in 2024.&amp;nbsp;Other nearby states continue to experience similarly high rates of prescribing, and Drug Take Back programs remain one of many important tools&amp;nbsp;in reducing the risk of these surplus prescription pills being abused.&lt;/p&gt;
&lt;p&gt;Research has shown that a significant portion of opioids and other controlled substances used outside of a medical setting come from family and friends, often without their knowledge. When unused medications are left in the home, they can create unnecessary risk. Safe disposal helps reduce that risk and removes one more pathway that can lead to addiction.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Addressing the broader opioid crisis requires continued coordination between federal, state and local partners. Law enforcement, health care providers and community organizations all have a role to play in prevention, treatment and recovery efforts.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I have supported initiatives aimed at strengthening that response. This includes funding for specialty courts such as drug courts and veterans&amp;rsquo; treatment courts, which help individuals struggling with substance use disorder receive treatment while reducing incarceration.&lt;/p&gt;
&lt;p&gt;I have also supported legislation to expand prevention, education, treatment and recovery programs, as well as efforts to increase access to naloxone, a medication that can reverse opioid overdoses and save lives. Additionally, I continue to support research into non-addictive alternatives for pain management to help reduce reliance on opioids when appropriate.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Drug Take Back programs&amp;ndash;&amp;ndash;both on designated days and year-round&amp;ndash;&amp;ndash;remain a practical and effective part of this broader effort. They provide an easy way for individuals to take responsibility for unused medications and help protect their families and communities.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I encourage Arkansans to continue taking part and make use of the permanent drop-off locations available throughout the state. These actions may seem small on their own, but together they make a real difference.&amp;nbsp;There is always more work to be done and&amp;nbsp;I will continue working&amp;nbsp;across all levels of government&amp;nbsp;to address substance abuse, support recovery and keep our communities safe.&lt;/p&gt;</description>

&lt;p&gt;&amp;ldquo;We have put the Electronic Health Record Modernization effort back on track, starting with our successful deployments in Michigan a few weeks ago. We are no longer accepting indefinite delays in this critical initiative,&amp;rdquo; &lt;b&gt;Collins said in his &lt;/b&gt;&lt;a href="https://www.appropriations.senate.gov/imo/media/doc/collins_testimony_fy27.pdf"&gt;&lt;b&gt;opening statement&lt;/b&gt;&lt;/a&gt;. &amp;ldquo;A modern record system means fewer repeated tests, improved availability of health data, and smoother coordination across providers&amp;mdash;reducing frustration and improving continuity of care at every point of contact.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Congress has appropriated over $16 billion to deliver this necessary capability to the VA to support record management with non-VA providers. The VA will next deploy this system to four Ohio hospitals in June. Its FY27 budget request will support 26 new deployments in 2027 and sustain 45 live sites.&lt;/p&gt;
&lt;p&gt;Boozman also asked Collins to share why extending the Fox Grant Program, a critical component veteran suicide prevention, was a priority and discuss the impact it has for veterans struggling with their mental health.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;According to the VA&amp;rsquo;s December 2025 report, 22 percent of the veterans supported by this grant were new to VA services, and 80 percent of veterans within the program have shown a decreased risk of suicide,&amp;rdquo; &lt;b&gt;Boozman said&lt;/b&gt;. &amp;ldquo;This is another thing that we&amp;rsquo;ve worked so hard for so many years to get a handle on, to reverse some of the negative trends that we&amp;rsquo;ve seen.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The death by suicide issue, with these Fox Grants, really go after [and is] targeted toward those unreached. Remember, 60 percent of veterans who have death by suicide are not in the VA system. Since January, we&amp;rsquo;ve added over 125,000 new veterans who were not in the system just in this year,&amp;rdquo; &lt;b&gt;Collins said&lt;/b&gt;.&lt;/p&gt;
The Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program was signed into law as a &lt;a href="https://www.boozman.senate.gov/2020/8/senate-approves-comprehensive-veterans-mental-health-bill-that-includes-boozman-warner-initiative-to-boost-va-suicide-prevention"&gt;provision&lt;/a&gt; of the &lt;i&gt;Commander John Scott Hannon Veterans Mental Health Care Improvement Act&lt;/i&gt;. &lt;p&gt;&lt;i&gt;Good morning, the subcommittee will come to order.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Mr. Secretary, good morning, and thank you for coming today to discuss the Fiscal Year 2027 budget and Fiscal Year 2028 advanced appropriations request for the Department of Veterans Affairs. I would also like to recognize the VA Chief Financial Officer, Mr. Richard Topping, who is here to provide technical budget support, if necessary.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The budget requests a total of $488.2 billion in Fiscal Year 2027 for the Department of Veterans Affairs, representing a 7.7 percent increase over Fiscal Year 2026 enacted levels. This includes $144.7 billion in discretionary funds; $337.7 billion in mandatory funds, to include $54.6 billion for the Toxic Exposure Fund and advance appropriations for fiscal year 2028.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Landmark pieces of legislation like the PACT Act and the MISSION Act have reshaped veteran access to healthcare. The creation of these programs has ensured more veterans are eligible to receive care and have access to the resources needed to exercise these earned benefits. This subcommittee has worked tirelessly to ensure that the department has the resources it needs to deliver world-class healthcare to those who have served.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;The budget request also includes significant investments in systems modernization to support veterans who use VA services, and the dedicated workforce that is essential to providing a positive veteran experience.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;For instance, this year&amp;rsquo;s budget request includes $4.2 billion, an $840 million increase, to support the continued deployment acceleration of an Electronic Medical Record. The VA faced significant challenges during the early rollout stages. However, VA&amp;rsquo;s current leadership has adapted and earlier this month delivered what seems to be a very successful rollout in Michigan.&lt;/i&gt;&lt;i&gt;&amp;nbsp;&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Secretary Collins, we look forward to an update on this program and hope we are on track to make health records boring again.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;Mr. Secretary, your RISE proposal would consolidate administrative functions in the Veterans Health Administration above the clinic level. This subcommittee is interested in an update on this proposal, the expected efficiencies you hope to gain, what risks the VA is evaluating as it considers the final proposal, and any budget implications.&lt;/i&gt;&lt;/p&gt;
&lt;p&gt;&lt;i&gt;In addition to updates on those big picture items, we also look forward to hearing details about the department&amp;rsquo;s request for mental health services, including efforts to prevent veteran suicide, initiatives to prevent veteran homelessness, resources dedicated to care for women veterans,&lt;b&gt; &lt;/b&gt;and efforts to improve care for our rural veterans.&lt;/i&gt;&lt;/p&gt;
&lt;i&gt;I would be remiss not to publicly acknowledge the retirement of the long-time clerk of this subcommittee. For a dozen years, Patrick Magnuson has worked tirelessly to ensure adequate funding for VA and military construction through some of the most challenging and dynamic years in our nation&amp;rsquo;s history. I am pleased to continue highlighting April as a special time to honor the commitment military children make to their parents, military communities and our country.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;

				<description>&lt;p&gt;I recently had the opportunity to share some updates with health care providers and scientists in our state. It is always an honor to recognize their dedication and desire to more proactively serve patients and the overall health of Arkansans.&lt;/p&gt;
&lt;p&gt;During an in-state work period in late March and early April, I was pleased to be back home and attend events like the NWA Health Summit as well as tour North Arkansas Regional Medical Center, whose physicians and staff work around the clock to serve Harrison and other communities, and visit the National Center for Toxicological Research (NCTR) in Jefferson.&lt;/p&gt;
&lt;p&gt;The gathering in Northwest Arkansas was spearheaded by the University of Arkansas for Medical Sciences (UAMS), which continues to be a driving force behind collaborative efforts to foster partnerships, spur innovation and create a multiplier effect to improve health outcomes.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Bringing medical professionals together to explore pressing challenges and share successful approaches is a key way to elevate care throughout The Natural State.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;One example is a focus on emphasizing nutritional education for doctors in training so they can better translate that to patients. This is a priority the U.S. Department of Health and Human Services (HHS) is also emphasizing. In fact, it recently recognized forward-thinking Food as Medicine models that help combat chronic disease and support better health.&lt;/p&gt;
&lt;p&gt;That is already happening in Arkansas, and I look forward to seeing it reach clinics statewide so more of our family, friends and neighbors are empowered with this vital knowledge.&lt;/p&gt;
&lt;p&gt;Strengthening maternal and infant health care has also benefited from concerted efforts to bring providers and even policymakers together. We have organized roundtables to push important conversations to the forefront in addition to securing direct funding for local projects including the creation of the Arkansas Center for Women&amp;rsquo;s and Infant Health with its Maternal and Infant Supply Kit and Proactive Postpartum Call Center programs.&lt;/p&gt;
&lt;p&gt;Just recently, I also led passage of the reauthorization of the&amp;nbsp;&lt;i&gt;PREEMIE Act&lt;/i&gt;&amp;nbsp;to support Natural State moms, babies and families by extending critical federal research, education and intervention activities aimed at reducing preterm birth and infant mortality.&lt;/p&gt;
&lt;p&gt;I am also fortunate to have a direct role in the process of writing budgets for critical health and research initiatives as a member of both the full Appropriations Committee as well as the subcommittee that funds HHS. Recently, I had the opportunity to question Secretary Robert F. Kennedy Jr. on some key issues impacting health in Arkansas as we seek to craft next fiscal year&amp;rsquo;s spending levels.&lt;/p&gt;
&lt;p&gt;This gave me the chance to highlight the NCTR facility and my meeting with its leaders and scientists to exchange updates about the unique regulatory science mission they undertake. I was pleased to receive Secretary Kennedy&amp;rsquo;s commitment to engage my office on any changes that might impact its distinct and essential capabilities.&lt;/p&gt;
&lt;p&gt;We also briefly discussed the status of maternal and infant health in Arkansas and nationwide. I urged him and the department to continue supporting state-led maternal mortality review committees to ensure care is informed by local data, which is crucial to address issues like maternity care deserts and preterm birth.&lt;/p&gt;
&lt;p&gt;As an eyecare provider for many years, I understand firsthand the need to ensure Arkansans in every community have access to high-quality care and benefit from sound scientific research. I am eager to continue pursuing federal policy solutions as well as supporting local health care leaders&amp;rsquo; efforts to improve outcomes and protect our health.&lt;/p&gt;</description>

				<description>&lt;p&gt;Spring in The Natural State is always a welcome change of pace, and I thoroughly enjoyed my time back home during the April State Work Period. Spending time with Arkansans who are working to strengthen their communities and grow opportunities across our state is one of the most important parts of my job. These face-to-face conversations provide the unique, hands-on perspective that help guides my work in Washington.&lt;/p&gt;
&lt;p&gt;With the warmer weather, it&amp;rsquo;s also a reminder of how much our outdoors are part of life and culture in Arkansas. Whether it&amp;rsquo;s fishing, hiking or bird watching, Arkansans and visitors alike look forward to getting outside this time of year.&lt;/p&gt;
&lt;p&gt;I had the chance to visit Norfork Fish Hatchery in Mountain Home, which plays an important role in supporting our outdoor economy. Fisheries across the region depend on local, state and federal partnerships to ensure proper management of the species that support this time-honored activity. I met with hatchery officials and partners from U.S. Fish and Wildlife Service, Arkansas Game and Fish Commission and U.S. Army Corps of Engineers leadership to hear more about the challenges Norfork currently faces and discuss ways to restore healthy trout populations for current and future generations to enjoy.&lt;/p&gt;

I joined local leaders in Pope County to celebrate a federal investment I secured to rehabilitate a pedestrian bridge that connects six miles of trails on a 200-acre site managed by the Corps of Engineers. Partnership on this project will restore full access to the trail again to thousands of Arkansans every year.&lt;/p&gt;

As the only FDA center located outside of Washington, D.C., it has an established track record of vital scientific study and regulatory contributions. &lt;p style="text-align: left;"&gt;ATU hosted me for a look at its impressive ag education programs and facilities that are designed to support our next generation of farmers and producers while also offering skilled training for in-demand careers. At UA Little Rock&amp;rsquo;s Bowen School of Law, I appreciated visiting with students involved in the legal clinic that helps veterans navigate important services &amp;ndash;&amp;ndash;&amp;nbsp;an effort I was proud to support.&amp;nbsp;&lt;/p&gt;

Their presentations reflected creativity, preparation and a strong understanding of the issues affecting their communities.&lt;/p&gt;
&lt;p style="text-align: left;"&gt;&amp;nbsp;It&amp;rsquo;s always encouraging to hear from such impressive young Arkansans who care deeply about our state&amp;rsquo;s future, and I look forward to seeing all they continue to accomplish in the future.&lt;/p&gt;

				<description>&lt;p&gt;Each spring, The Natural State welcomes the return of green trees and&amp;nbsp;warmer weather.&amp;nbsp;At the same time, bright young Arkansans prepare for the close of&amp;nbsp;the school year&amp;nbsp;and, every year since 2017, I have enjoyed the opportunity to see a select group of high school juniors grow into confident, more civically engaged citizens.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Now every April sees the final gathering of my annual Congressional Youth Cabinet (CYC). These young people represent the best of our state. They take on the invitation to join up with other students from their region, along with others from across The Natural State, for a non-partisan exploration of the legislative process.&lt;/p&gt;
&lt;p&gt;Ultimately, they get to find their voice on&amp;nbsp;policies important to them.&lt;/p&gt;
&lt;p&gt;Long before their final presentations,&amp;nbsp;they&amp;nbsp;convene&amp;nbsp;and receive guidance from my&amp;nbsp;staff&amp;nbsp;about the structure and goals of the program. Next, these students&amp;nbsp;join forces with others from their&amp;nbsp;congressional districts,&amp;nbsp;select the topic they want to explore &amp;ndash;&amp;ndash; and then they are off to the races.&lt;/p&gt;
&lt;p&gt;After months of&amp;nbsp;communication,&amp;nbsp;research and analysis, interviews with local experts and&amp;nbsp;other&amp;nbsp;preparation,&amp;nbsp;they finalize a presentation and gear up to deliver it at our finale.&lt;/p&gt;
&lt;p&gt;I&amp;rsquo;m always impressed with their dedication as they spend&amp;nbsp;countless hours&amp;nbsp;meeting with their teams,&amp;nbsp;digging into the details&amp;nbsp;and crafting legislative proposals. As you can imagine, the time commitment is&amp;nbsp;demanding&amp;nbsp;for these active students as they balance classes, school sports and activities, part-time jobs and family responsibilities.&lt;/p&gt;
&lt;p&gt;Seeing what subjects spark their interest and watching as they&amp;nbsp;bring their life experiences to the table &amp;ndash; whether they want to talk about maternal health because they hope to go to medical school, choose livestock disease prevention based on their family&amp;rsquo;s experience raising cattle, or want to learn more about financial literacy because they see too many young people falling into debt&amp;nbsp;&amp;ndash; is rewarding and a true source of encouragement. Each year, their efforts seem to produce&amp;nbsp;even more thoughtful and insightful discussions, and the 2025-26 Youth Cabinet was no exception.&lt;/p&gt;
&lt;p&gt;A&amp;nbsp;new topic&amp;nbsp;presented this&amp;nbsp;year&amp;nbsp;focused on&amp;nbsp;artificial intelligence. As noted in their presentation, AI&amp;nbsp;has the incredible potential to affect nearly&amp;nbsp;every aspect of our society.&amp;nbsp;The CYC participants were excited rather than daunted by that prospect.&lt;/p&gt;
&lt;p&gt;They showed diligence while carefully observing the effects of AI chatbots on teen mental health as well as the anticipated impact of AI on future jobs for them and their peers.&lt;/p&gt;
&lt;p&gt;It was special to see these challenges and questions come to life through their eyes, and I will keep their perspectives in mind as these issues are debated in the nation&amp;rsquo;s capital in the months and years ahead.&lt;/p&gt;
&lt;p&gt;Outside of the Youth Cabinet participants, I know there are many other young people across Arkansas looking for opportunities to learn about government and serve in their communities.&lt;/p&gt;
&lt;p&gt;College students and graduates can intern with my offices in Washington and Arkansas where they experience&amp;nbsp;public policy work firsthand&amp;nbsp;and&amp;nbsp;gain an understanding of&amp;nbsp;constituent services. High schoolers can apply to serve as Senate Pages&amp;nbsp;&amp;ndash;&amp;nbsp;a unique and important role supporting the day-to-day functions of the Senate&amp;nbsp;&amp;ndash;&amp;nbsp;or seek out the U.S. Senate Youth Program for a week-long educational experience and scholarship focused on the interrelationship of the legislative, judicial and executive branches.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;I&amp;rsquo;m grateful to the students who took part in our&amp;nbsp;CYC&amp;nbsp;program this year, and to all of the young people working hard, studying and volunteering to give Arkansas a bright future.&lt;/p&gt;

&lt;p&gt;Airline passengers pay a fee of $5.60 per one-way ticket intended to fund aviation security, but since 2014, more than $13 billion of the collected fees have been diverted to non-security uses. The bill requires investments of these fees back into airport security for checked bag explosive detection systems (EDS) and checkpoint technology improvements, including at exit lanes.&lt;/p&gt;
&lt;p&gt;The&amp;nbsp;&lt;i&gt;SAFEGUARDS Act&lt;/i&gt;&amp;nbsp;is cosponsored by Senators Steve Daines (R-MT), Tim Sheehy (R-MT), Shelley Moore Capito (R-WV), John Hickenlooper (D-CO), Cindy Hyde-Smith (R-MS), Jacky Rosen (D-NV), Mike Crapo (R-ID), James Risch (R-ID) and Todd Young (R-IN).&lt;/p&gt;

				<title>AMP: Arkansas Senator Scores Wins, Pushes Colleagues to Deliver Last Section of Farm Bill</title>

&lt;p class="p1"&gt;It has been just four years since the American farmer was selling his or her products at record-high crop prices, but like a serial dieter whose weight swings in an ever-widening arc, the lows that have followed have plunged deeper than they have across four decades.&lt;/p&gt;
&lt;p class="p3"&gt;According to the U.S. Department of Agriculture Economic Research Service&amp;rsquo;s December update to&amp;nbsp;&lt;i&gt;Commodity Costs and Returns,&lt;/i&gt;&amp;nbsp;average total costs per acre are expected to increase for every one of the nine principal row crops in 2026. Costs for producing these crops, including corn, soybeans, wheat, cotton, rice, barley, oats, peanuts and sorghum, are forecast to be up 2.2 to 3.3 percent in operational costs, which include farmwide expenses such as equipment, land and management.&lt;/p&gt;
&lt;p class="p3"&gt;Cost to produce is also expected to be up on an operational basis, which are the direct expenses of producing a crop, such as seed, fertilizer, chemicals, fuel and labor. The expenses are expected to bump upward from $160 per acre for wheat to $774 per acre for rice, the latter being particularly bad news for Arkansas ag, being a national leader in rice production.&lt;/p&gt;
&lt;p class="p3"&gt;The report noted the drivers of the operational cost increase are led by interest expenses, up 71 percent since 2020; followed by labor, up 47 percent; fertilizer, up 37 percent; fuel and oil, up 32 percent; maintenance, up 27 percent; chemicals, up 25 percent; and seed and marketing costs, which are both up 18 percent.&lt;/p&gt;
&lt;p class="p3"&gt;The subject of President Donald Trump&amp;rsquo;s trade spats during the first year of his second term did not help matters as rising tariffs impacted farm exports to major trading partners, including China and Mexico. However, sentiment on the measures is not that cut and dried. Purdue University in Indiana found last year that 70 percent of U.S. farmers believe the president&amp;rsquo;s tariffs will strengthen U.S. agriculture by pressuring China to boost its imports.&lt;/p&gt;
&lt;p class="p3"&gt;Farmers are much quicker to blame the Biden administration for what they perceive as weak leadership and the lack of a comprehensive Farm Bill for aggravating the situation. A multiyear omnibus law Congress typically passes every five years, the Farm Bill includes such things as disaster support, loan and credit programs, and rural development and infrastructure. The Farm Bill has not been renewed since 2018; that measure expired in 2023 and has since been triaged along by extensions that have done nothing to bring the bill to current economic conditions.&lt;/p&gt;
&lt;p class="p3"&gt;It does not take a Harvard MBA to do the math: Rising input costs married to sluggish-at-best commodity prices and a moribund response from Washington is a recipe that is leavening as we speak &amp;mdash; to the detriment of ag land. Last year, farm sector debt reached a record $561.8 billion in 2025, a year-over-year increase of 3.7 percent, the USDA states.&lt;/p&gt;
&lt;p class="p3"&gt;Researchers at the University of Arkansas Division of Agriculture, meanwhile, reported Chapter 12 bankruptcy filings &amp;mdash; specifically for farmers and family fishermen &amp;mdash; reached 88 in the first quarter of 2025, nearly doubling the previous year&amp;rsquo;s figure.&lt;/p&gt;
&lt;p class="p3"&gt;Arkansas has a ringside seat to the gear-grinding in Washington when it comes to ag. As chairman of the Senate Committee on Agriculture, Nutrition and Forestry, Sen. John Boozman has been a key figure in pushing the needs of the farmer and agribusiness to the front of the line. Boozman&amp;rsquo;s persistence paid off with several key elements of the One Big Beautiful Bill Act and various emergency relief, the latest of which was last December&amp;rsquo;s announcement of $12 billion in bridge funds headed to the heartland.&lt;/p&gt;
&lt;p class="p3"&gt;Boozman sat down with&amp;nbsp;&lt;i&gt;Arkansas Money &amp;amp; Politics&lt;/i&gt;&amp;nbsp;to discuss the work done thus far and the lifting left to do to help America&amp;rsquo;s farmers and ranchers keep the nation strong and the world fed.&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;&lt;i&gt;Arkansas Money &amp;amp; Politics&lt;/i&gt;&lt;/b&gt;&lt;b&gt;: Some of the ag issues were covered in the One Big Beautiful Bill Act, and then in December, the president authorized some emergency funds. How much of that action covers what the Farm Bill would have?&lt;/b&gt;&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;Sen. John Boozman:&lt;/b&gt;&amp;nbsp;Well, what we did was essentially about 85 percent of the Farm Bill in the One Big Beautiful Bill. The things that we were able to get done were the things that cost a lot of money, and those are really reinforcing the safety nets that the farmers depend on &amp;mdash; the risk management tools that they use, crop insurance, a number of different things that they use so that they can cut their risk as they plant crops, not knowing what they&amp;rsquo;re going to be able to receive for that crop until it&amp;rsquo;s harvested.&lt;/p&gt;
&lt;p class="p3"&gt;Because of that, and investing in research, investing in advertising so that we could market the crops that they&amp;rsquo;re producing, we spent about $68 billion, which is by far a record Farm Bill amount. We can be very pleased with that.&lt;/p&gt;
&lt;p class="p3"&gt;There were some things, though, that we weren&amp;rsquo;t able to do because the One Big Beautiful Bill was a reconciliation package, and what that means is that there&amp;rsquo;s certain things, certain policy things, that you can&amp;rsquo;t get passed using that particular bill. That would include things like the loan limits that people have right now. Those were all done several years ago. Now, with inflation, all of that needs to be adjusted upward, making sure that we&amp;rsquo;ve got adequate funding for rural America.&lt;/p&gt;
&lt;p class="p3"&gt;We also want to make sure that quality-of-life issues are addressed, such as help for rural hospitals, broadband, just everyday life, that we can plus that up a little bit so that we&amp;rsquo;re not losing the population that we&amp;rsquo;re losing in rural America. Those are the things that we&amp;rsquo;re going to be concentrating on in doing the rest of the Farm Bill, that 15 or 20 percent that we were unable to do in the One Big Beautiful Bill under reconciliation.&amp;nbsp;&lt;/p&gt;
&lt;p class="p3"&gt;Along with that, we listened to our farmers, listened to their lenders, the bankers and how they were going to be in a very difficult position with what they needed to be able to plant this upcoming crop. At the end of this last year, we worked with the president, and we were able to come up with $12 billion &amp;mdash; $11 billion for row crops, $1 billion for specialty crops &amp;mdash; and that was a big help.&lt;/p&gt;
&lt;p class="p3"&gt;It turns out that things have not gotten any better; in fact, things probably have deteriorated a little bit, and we really feel like that we need additional funding. We&amp;rsquo;re working hard with the administration, with USDA and Congress, in order to come up with additional dollars, again, to get our farmers through this difficult time. The things that we&amp;rsquo;ve already done will kick in and help a bunch, but we&amp;rsquo;ve got to get our farmers through until that period of time so that they&amp;rsquo;ll be able to continue providing the safest, cheapest food supply of any place in the world.&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;&lt;i&gt;AMP&lt;/i&gt;&lt;/b&gt;&lt;b&gt;: Are there other things that previously may not have been part of the Farm Bill but, because we are looking at these extraordinary circumstances, that are being considered or might be considered &amp;mdash; things like some sort of credit or rebates on new equipment or farm loan forgiveness or things along that line?&lt;/b&gt;&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;Boozman:&lt;/b&gt;&amp;nbsp;Well, what we&amp;rsquo;ve done so far is essentially give the money to the farmers and let them decide what their most pressing needs are. That might be loan repayments. It might be some other aspect of the farm economy that is unique to their particular circumstance.&lt;/p&gt;
&lt;p class="p3"&gt;What we do know is that right now, when you consider everything &amp;mdash; bank loans, loans to the USDA, equipment dealers, seed dealers, all of those kinds of things &amp;mdash; we&amp;rsquo;re really looking at a situation where we&amp;rsquo;re more in debt as farmers than we were during the 1980s, when it was so difficult. The problem is that we just don&amp;rsquo;t have the markets that we used to have as countries like Brazil have become much more productive and they&amp;rsquo;re now in a position where they actually can grow two crops per season.&lt;/p&gt;
&lt;p class="p3"&gt;They also have worked with the Chinese to really make it such that their infrastructure is so much better. Now they can get the crop onto a paved road, to a nice port where they can ship it. Until recently, that hasn&amp;rsquo;t been the case. That&amp;rsquo;s not just Brazil. It&amp;rsquo;s India. It&amp;rsquo;s Vietnam. The list just goes on and on, so we&amp;rsquo;ve got to create more markets.&lt;/p&gt;
&lt;p class="p3"&gt;The other thing that we&amp;rsquo;ve got to do is work hard to value-add products that we have and not just sell those as regular commodities, giving farmers more and different areas of income. There&amp;rsquo;s a lot of things we can do now with mechanization, but it&amp;rsquo;s going to take a different way of thinking. That really is the challenge as we go forward.&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;&lt;i&gt;AMP&lt;/i&gt;&lt;/b&gt;&lt;b&gt;: Knowing that these countries were gaining in sophistication &amp;mdash; you&amp;rsquo;ve mentioned specifically Brazil, India, Vietnam, there&amp;rsquo;s probably others &amp;mdash; were the president&amp;rsquo;s tariffs ill timed? Did that give some of these countries some cover to take, for lack of a better word, market share away from the U.S. that we&amp;rsquo;re going to struggle to recoup?&lt;/b&gt;&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;Boozman:&lt;/b&gt;&amp;nbsp;No, the president used those [tariffs] to create new markets, and we&amp;rsquo;re really seeing a lot of the new markets that he talked about coming to fruition, whereby the previous administration did not create any new markets. Unions don&amp;rsquo;t like trade, and as a result, they just didn&amp;rsquo;t create new markets for our producers.&lt;/p&gt;
&lt;p class="p3"&gt;Besides that, this has been going on for a long time in the sense that the Chinese have to import about 60 percent of their food, which is a huge amount. Instead of becoming a fair trading partner with the United States over the last several years, the Chinese have turned into an adversary in order to diversify where they&amp;rsquo;re buying their crops from. Instead of buying it mostly from us, they&amp;rsquo;ve looked to these other countries, and they&amp;rsquo;ve spent money supporting their infrastructure. That&amp;rsquo;s where they&amp;rsquo;re getting the food they&amp;rsquo;re counting on, from them rather than us.&lt;/p&gt;
&lt;p class="p3"&gt;&lt;/p&gt;
&lt;p class="p3"&gt;But we have to remember that the December before President Trump became president, we came up, and we worked really hard together to come up with a $10 billion economic package for our farmers in distress and $21 billion of disaster relief, a massive amount of money, and that was before President Trump even took office. President Trump didn&amp;rsquo;t create the inflation that we&amp;rsquo;re experiencing now. That came in the early part of the Biden presidency, so this is something that there&amp;rsquo;s just lots of factors going into it.&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;&lt;i&gt;AMP&lt;/i&gt;&lt;/b&gt;&lt;b&gt;: For the average citizen, funding agriculture would seem like the closest thing to a slam dunk there is in modern politics. How frustrated are you with how long a Farm Bill has taken, and do you have confidence that the remainder of this is going to happen, particularly heading into midterms? Should the balance of power shift in Congress, is the Farm Bill going to get pushed to the back burner again as it has since 2018? What&amp;rsquo;s your outlook when you look forward?&lt;/b&gt;&lt;/p&gt;
&lt;p class="p2"&gt;&lt;b&gt;Boozman:&lt;/b&gt;&amp;nbsp;I&amp;rsquo;m really encouraged when you look at what we&amp;rsquo;ve done for farmers in the last year and a half. At the end of the Biden administration, farmers were coming off of a horrible year, and then the year before was really bad also. Since then, $10 billion in economic aid, $21 billion for disaster relief and coming back a year later and providing another $12 billion and then also doing about 85 percent of the Farm Bill to the tune of another $68 billion &amp;mdash; these are massive amounts of money that haven&amp;rsquo;t ever been done before. Thankfully, Congress really has responded, working together to do whatever we&amp;rsquo;ve needed to do to support our farming economy.&lt;/p&gt;
&lt;p class="p3"&gt;Most of our states, [ag is] No. 1 in their economy. Just like when you get outside of any town in Arkansas, when you get outside of any town of any size throughout the country, it&amp;rsquo;s not 25 percent of the economy. It&amp;rsquo;s 85 or 90 percent, so I think people really do understand how important this is, how important it is to provide aid, and we&amp;rsquo;ve been able to do that.&amp;nbsp;&lt;/p&gt;
&lt;p class="p3"&gt;The question is how do we get our farmers into this new world order? Where we&amp;rsquo;ve got so much competition overseas, how do we make them more competitive? How do we give them the tools to be more competitive? You do that through research. You do it through mechanization and then, besides creating farm markets, creating more markets for farmers at home. We want to help them use more of this produce to value-add products but also just for us to consume it in our schools. All those kind of things I think we can do a much better job at.&lt;/p&gt;
&lt;p class="p3"&gt;Overall, it&amp;rsquo;s been a good story. We&amp;rsquo;ve got this 15 percent left to do. I&amp;rsquo;ve got a really good partner with Sen. Amy Klobuchar from Minnesota, and we&amp;rsquo;re working hard to come up with these last few things that we need to do. The good news is they&amp;rsquo;re not very expensive. They don&amp;rsquo;t cost a lot of money. I think that we have a good chance of just knocking out these few things that really would help farmers, make their lives a little bit easier, which is really what it&amp;rsquo;s all about, in a very bipartisan way.&amp;nbsp;&lt;/p&gt;
